I know the list seems rather...limited, but do keep in mind that Humanity at present barely scores a 0.7 on this scale. The energy requirements for civilizations goes up exponentially every tier. Heck, the United Federation of Planets; yes, that's Star Trek, scores a 2.

Technological growth is exponential because advanced technology allows developments of even more advanced ones. The same applies to industrial production. Extensive industrial systems can produce more assembly lines quickly. In addition: Type III + are generally huge hegemonies with access to other Universes. Types IIIs are without exception ancient.

The Human Soviet Alliance are an independent Human nation who have been concentrating on surviving since the major defeat of their offensive elements during the Ragnar Conflict.

I am not sure of HSA will make the cut. they are a fairly unrealistic race that are at same time boring and cliche. Getting rid of them wouldn't do much harm. I think they could be lumped under minor factions - anything below a strength of two.

I believe that minor factions give a sort of depth to the others, and also helps to fill out the galaxy. After all, there aren't huge rifts of barren land between Germany and Russia.
